Pembangunan Hotel Wakaf Terengganu (Grand Puteri Hotel) dan Sumbangannya Terhadap Masyarakat Setempat [The Development of The Hotel Wakaf Terengganu (Grand Puteri Hotel) and its Contribution Towards The Local Community]

Abstract

Majlis Agama Islam Dan Adat Melayu Terengganu (MAIDAM) merupakan sebuah badan yang bertanggungjawab dalam mengurus dan mentadbir segala berkaitan mengenai kedudukan wakaf di negeri ini. Salah satu pengurusan yang terlibat adalah membangun dan memajukan tanah-tanah wakaf dari pelbagai aspek, sama ada pembangunan keagamaan, komersial dan sebagainya. Sumber peruntukan merupakan sebuah perkara penting untuk memaju dan membangun bagi setiap mana-mana tanah wakaf. Terdapat beberapa projek pembangunan wakaf di bawah peruntukan persekutuan iaitu RMK-Ke 9 dan Ke 10. Di bawah peruntukkan ini, kos perbelanjaan tertinggi adalah pembinaan projek hotel wakaf (Grand Puteri Hotel) berbanding dengan projek wakaf yang lain. Permasalahan yang wujud terhadap pembinaan hotel tersebut iaitu terdapat di kalangan masyarakat mempersalahkan pihak MAIDAM kerana bangunan tersebut tersebut dibina daripada peruntukan wang zakat. Objektif kajian ini menjelaskan kedudukan sebenar pembinaan hotel wakaf dan apakah sumbangan manfaat kepada masyarakat setempat di negeri ini. Kajian ini mengunakan kaedah kaulitatif iaitu memperolehi data-data kajian daripada pihak MAIDAM serta turut dijalankan proses temu bual terhadap beberapa pegawai di jabatan tersebut. Kajian ini mendapati bahawa bangunan hotel wakaf dibina bukan daripada wang zakat, peruntukan sebenar adalah daripada dana Kerajaan Persekutuan melalui saluran pihak Jabatan Wakaf, Zakat Dan Haji (JAWHAR). Kos pembinaan bangunan tersebut adalah sebanyak 41.68 Juta dan siap sepenuhnya pada 8 April 2013. Hasil manfaat daripada bangunan ini diagihkan dalam bentuk skim bantuan wakaf.  Kajian ini juga mendapati penerima yang tertinggi daripada agihan manfaat wakaf adalah bagi daerah Kuala Terengganu sebanyak 42.7%. Manakala jenis bantuan pula yang tertinggi adalah aspek sosial melalui skim bantuan Bencana Alam sebanyak 34.5%. Justifikasi saluran manfaat kepada masyarakat setempat adalah signifikan kerana para penerima yang ramai adalah di dalam daerah Kuala Terengganu. Ini mengambilkira hotel wakaf adalah berada dalam daerah yang sama. Rumusannya, hartanah wakaf adalah penting dibangunkan, secara tidak langsung hasil manfaat akan diterima oleh pihak masyarakat walaupun dalam bentuk sekala yang lebih kecil berbanding agihan yang lain seperti bantuan daripada Jabatan Kebajikan Masyarakat (JKM), bantuan zakat dan sebagainya.

One of the management involved is developing and advancing the land-the land endowment of various aspects, whether the development of religious, commercial and so on. Resource allocation is one of the important things to develop and build for each of any wakaf land. There are several projects of development of the endowment under the provisions of the federal that is the RMK-9 and 10. Under the provisions of this, the cost of the highest expenses is the construction of the hotel project endowment (Grand Puteri Hotel) compared with the project endowment to the other. The problems that exist against the construction of the hotel that is there among the community especially the recipients of assistance zakat accuse the MAIDAM because the buildings are constructed of the allocation of charity money. The objective of this study clarify the position of the actual construction of the wakaf hotel and what is the contribution of benefits to the local community in the state. This study uses qualitative methods that is acquiring the data-the survey data from the MAIDAM as well as also conducted process interviews of some officers in the department. This study found that the building of the wakaf hotel built not from the money of zakat, the actual allocation is of funds the Federal Government through the channels of the Department of Wakaf, Zakat and Haji (JAWHAR). The cost of construction of the building is a total of 41.68 Million and was fully completed on 8 April 2013. Results the benefits of this building is distributed in the form of a scheme of assistance endowment. This study also found the recipient of the highest of the distribution of the benefits of the endowment is for the district of Kuala Terengganu by 42.7%. While the types of assistance about which the highest is the aspect of social assistance schemes Natural Disaster as much as 34.5%. The justification of the channel benefits to the local community is significant because the recipients of the public is in the district of Kuala Terengganu. This takes into account the wakaf hotel is to be in the same district. Summary, real estate endowments is important developed, the indirect revenue benefits to be received by the society even in the form of occasional smaller compared to the distribution of the other as help from the social Welfare Department (JKM), the help of zakat and so on.
